The Skilled Nominated visa (subclass 190) is a Points based system which allows skilled workers to live and work in Australia as a permanent resident nominated by the state sponsorship. The applicant has to prove himself that his occupation stands high in demand in the Australian labor market

This is similar and in addition to 189 subclass, the applicant will get a state nomination and proceed to apply for Permanent Residence in Australia.
